Proportionality is another principle that regulates powers within the EU. The main focus is ensuring that the institutions of the EU refrain from acting ultra-virus. In other words, the notion of the principle of proportionality is that EU institutions are limited to specific bounds. The principle, set out in Article V of the TEU, also regulates EU powers. Again, the action of the European Union is limited to the means necessary to achieve treaty objectives—this means that the EU’s action must be in accordance with its aim.
